Stankovich is another popular veteran who claimed a breach of statutory duty and negligence. His case is centered on claims for medical assistance. He stated in his report that all he is looking for is money to get his medical operation done and not a bucket full of money for buying something luxurious.

Heat stroke, overheating and heat exhaustion are some of the common side effects of excessive heat during the summer months. Overheating and dehydration of the body is caused mainly by heat exhaustion. Heat exhaustion occurs mainly due to the body losing water or salt to a point where the normal body functioning is altered. Extended periods of strenuous physical exercises in hot and humid areas worsen the condition due to excessive loss of body fluids via sweating.

Heat StrokeHeat stroke on the hand is a serious health condition which affects the body’s cooling system. This condition is also referred to as “sunstroke” and is caused by the body temperature elevating to a point where some parts of the brain and other internal organs are damaged. At this point, the part of the brain that controls the cooling system of the body stops working and the body is not able to cool itself. This may result in strain on the lungs, liver, heart and even the kidney. Heat exhaustion causes overheating which in turn may lead to heatstroke if not spotted and treated early.

How to avoid overheating and heat stroke

These health conditions can be mild and transient in most cases; however, engaging in some strenuous physical activities worsen the condition and may lead to hospitalization. While you are out in the hot and humid environments or during the summer months make sure you have the following in place:

  • Put on loose-fitting, light-colored and light weight clothing. Excessively tight or dark clothing holds unnecessary heat and this won’t let your body to cool as it inhibits sweat evaporation.
  • Avoid direct contact with the sun- when going outdoors; wear wide-brimmed hat or work around with an umbrella to avoid sunburn. You can also choose to apply sunscreen to the exposed parts of the body.

· Army– Here, as the couple leaves the altar, each officer holds a ceremonial sword over them as they find their way from the chapel or church. And as the newly married couple pass through the last two swordsmen, these two officers cross their swords in a symbolic gesture meant to prevent the couple from leaving. Thereafter, the second officer standing behind the bride swats her gently on her rear end before welcoming her to the army. They are then allowed to leave the arch.

· Air Force– In this branch of the military, the sword bearers turn and face the bride as she makes her way down the aisle and then rotate to face her as she passes them. During the ceremony, they face the Bible and after the ceremony is over, again rotate to watch her leave.

· Marines/Navy– In these branches, swordsmen also double up as ushers and are not supposed to swat the bride at the end of the procession. Remember, in all sword ceremonies, bearers are required to wear white gloves.

· Commanding officers– They usually sit on the front row with their spouses if the parents of the bride and groom are absent. If present, they sit next to the family members of the military member who is getting married.

· Military chaplains– They are not required to charge a fee for conducting the service. However, military protocol stipulates that they ought to receive a formal invitation to the reception accompanied by their spouse.

Cake tradition

Besides elaborate sword ceremonies, a long held military tradition is cutting the cake with a sword. This is done as the groom holds his hand over the bride’s as they both cut the cake. Cleaning Up After Floods or Renovations

When it comes to handling Disaster Preparedness in Washington State there are many things to be prepared for, but one of those things is floods.  When flooding happens it can have a large impact on both community resources and personal property.  It’s one of our missions at Washington Guard to safe guard the person and property of the State of Washington.  Today we will focus on the property, and how to restore and recover from a disaster should one happen.

Recovering from a flood, minor or major, can be very, very difficult.  Often times the damage done cannot be easily recovered from, and may require significant renovations.  Some of the damage done can include the follow:

Flooring/Drywall Damage

When a home floods the first thing to get damaged is, obviously, the floor.  Water that saturates the floor fanels can cause it to warp, which even after it dries can cause significant problems and may need to be fully replaced.  The best effort should obviously be taken to stop water from getting to an area where flooring is isntalled (i.e. places other than the basement), but if damage is done, it may be permanent.

Similarly drywall can be significantly damaged and require removal and repair.  Drywall is not made to withstand any real moisture or flooding, so the damage can be very quick.  When needing to renovate and remove drywall, it’s not an easy task, and may require a dumpster rental in order to collect and dispose of all the rubbish.

Mold and Bacterial Damage

When left unattended and untreated a flooded home can quickly lead to problems with mold and other harsh bacteria.  One of the most dangerous of these is the black mold, which can cause respiratory problems for residents if left untreated.

In addition to the medical problems there is also problems with the odor generated by moldy materials.  It can be quite a problem to get the stench out of a home once it becomes entrenched, hence it’s important to nip it in the bud as early as possible.

Basement Flooding

The most common type of flooding is basement flooding.  Many people deal with regular flooding of the basement and do not consider it a big deal or a significant occurrence.  In these cases a simple submersible pump is usually sufficient to get the excess water pumps out of the home and into the nearest sewer system.

When flooding becomes extreme a simple, small sump pump is not sufficient and professional water removal and flood damage experts may be necessary.  Excess water left in the basement for a prolonged period can have a dramatic impact on any wood or non-brick/metal portions of the home.

While everyone has already gone through a series of heavy winter months in Washington State, we are still preparing for some final weeks.  February is always the most brutal month of winter and as such we’d like to give a few tips as to how to prepare your home, your family and your person.

When and What to Prepare

We have an ongoing program of Disaster Preparedness in Washington State, and one aspect of that is dealing with winter problems.  Taking the right precautions is key for anybody, but especially crucial for anybody that fits any of the following roles:

  • Has a Mountain Home
  • Goes Hiking/Skiing
  • Any Offtrail 4-Wheeling or Other Activities
  • Livings More than 30 Minutes from a City Center

In any of these sitatuions it can become dangerous if a winter storm separates you from civilization.  Food, water, and heating can become problematic in those sitatuions, which makes proper preparation absolutely crucial.  Let’s cover a few of the these in moderate detail:

Food Stocks

While food isn’t as crucial as water or heating, it’s still important in order to maintain a positive attitude.  Having canned foods that are easily opened and eaten can be the difference between a miserable time and a moderately enjoyable time.  Canned and dried foods, while not luxury cuisine, can actually make for some enjoyable snacks and meals.  Consider some of the following:

Dried Fruits and Nuts (Mango and Peaches dry very well)
Canned Soups
Canned Beans (Good source of protein)


Besides heating, water is probably the most important element for holing out a snow storm/loss of power.  Each person should have at least 1/2 gallon of drinking water for each day, and you should add onto that for use in hygiene/etc.

Using that simple math can make preparation easy, just take the number of people in your home, multiple it by the number of days to prepare for (say 7 for good measure) and multiple that by 1/2 gallon.

For a 3 person home, that would be equal to:

3 Persons X 7 days X 0.5 Gallons = 1o.5 Gallons

To be adequately prepared for a week long drought of water supply you should have 10.5 gallons stocked in your home.  This may seem like a lot, but it’s really just 2 five gallon drums, which are available in many supermarkets.


For winter, problems such as hypothermia are much more pressing issues than dehydration or starvation.  Hence taking precautions with your heating situation is crucial.  This usually comes in two forms, proper clothing and proper backup heat sources.

Being prepared with proper clothes is crucial. While many people think they are prepared, actually surviving in the clothes they have is not often ideal (womens winter coats, for example, are often light, these should be supplemented by additional layers or a more winter-ready coat would be on hand).  Making sure you have clothing that is made specifically for prolonged outdoors wear is a necessity.

Trying to heat your home when the power goes out can often be the cause for tragedy if not done correctly.  Carbon monoxide poisoning and a killer during the winter months, as people make the mistake of either blocks a cars exhaust as they sit in it, or having a generator too close to a home (letting fumes into it).  Be sure you take care to not let any fumes accumulate in your home.

There is the worry about what you will do tomorrow should anything happen. There is the difficulty of living a life alone, without the comfort and joys that your serving military spouse used to bring to your life.

There are many responsible organizations that have taken the initiative towards helping to improve the lives of such individuals. Services provided by such organizations range from personal and professional guidance counseling, open-house talk sessions and group therapy to social networks, book clubs, weekly meetups and more.

In addition to the social and psychological services that these groups provide, there is a growing number of companies and businesses that realize that having your husband or wife serving overseas for months on end can hit you in other places where it hurts, such as in your wallet. These companies are striving to provide appropriate opportunities to the spouses of serving service members and have taken a more and more active approach towards landing military wives jobs.

The type of job that might be offered can vary greatly and can be anything from a writing editor or secretary to an office assistant or administrative clerk.

Although there are many different jobs that military wives in particular can take on, for some, the options are limited. That are many different important elements to preparing for potential disaster, and as part of Washington State Disaster Preparedness, Washington Guard has put together some guides on how to best handle preparedness for potential hurricanes, tidal waves, earthquakes and other disasters.  In this guide we will speak about one element that many homeowners and citizens neglect to account for, and that is the potential for fallen trees and branches ones a storm or disaster occurs.

There is no way to fully insure that trees won’t come down in the event of a hurricane or earthquake, perfectly healthy and sturdy trees can still fall victim in the event of a large natural disaster, but there are ways to avoid damage and potential injury during moderate storms or winds via the use of diligent tree removal and branch pruning.

CIO.gov has released new design standards for federal government websites.

The Federal Government has recently took up the challenge of documenting an official guide for how federal websites should be designed, structured and presented to the public.  This is a welcome modernization, as many critics have complained over the years over the lack of innovation and modern technical wherewithal of government bureaucracies.  Putting out an official “style guide” gives government websites the potential to be a consistent and enjoyable experience for users.

The guide comes from a relatively new government website, CIO.gov.  It stands, apparently, for “Chief Information Officer” and is a nod to the title held by executive level computer professionals.  The site, as a whole, works to cover the changes in technology of the federal government.  A new section, however, has been added that gives a style guide to all of the federal government.

Some of the principles of the guides are:

“Make the best thing the easiest thing” – This is a standard in web design that is sometimes called the “priority of clarity”.  That is, if nothing else, the goal of design is to make things clear to the user.  Confusion is a failure of design.

“Accessibility out of the box” – Accessibility is making websites easily usable by people with disabilities.  Many people use the web with things like “Text to speech” readers, or require sub-titles/closed captions on videos.  “Making the web accessible to all users should be a priority of all web designers, but it often falls through the cracks.” say Tom, owner of MangoMatterMedia, a Brisbane web design agency, “It’s nice to hear that the federal goverment would make disabled accessibility a priority, moreso than standard web designers might”.

“Design for flexibility” – This is obviously necessary since the guide will be covering dozens, if not hundreds, ofunique and different sites.  Using a common style guide among all those sites means that it needs to be flexible enough to make each site unique, but also have commonality that the users will recognize.  This can be done through the creative use of color schemes and various structural design treatments.

“Reuse, reuse, reuse” – Like the old ecological mantra, “reduce, reuse, recycle”, this one is about making the most out of what is already made.  In other words, don’t invent the wheel, when you can reuse one someone has already developed.  The team as CIO.gov researched and reviewed the best practices of many different private and public sector design treatments to come up with something that was exemplified the best of the bunch.

Globalization Created More Need for Multilingual Troops

Translators and Interpreters are increasingly important in a modern globalized world.

Spanish is the second most commonly used language in the United States. More and more we are seeing advertisements, television commercials, channels and products aimed at the Spanish speaking population. In larger cities such as NYC, San Francisco and others we even see text in Chinese or Japanese, targeting those native speakers. The world is becoming more and more globalized and as such our military and professional personnel need to become more adept at interacting in different languages.

English speaking nations have historically lagged behind other nations in our ability to communicate in different languages, largely because the widespread use of English throughout the world has made it “unnecessary”.  However the recent engagements in Iraq, Afghanistan and others combat areas have made the use of Interpreters and multilingual personnel a very high priority.

Additionally the rise of other nations in the global economic landscape, such as China, Korea and more recently a rebirth of Russia, have given more priority to the need for a multilingual employer base. If not to state the obvious, speaking Spanish is also a priority, as it is by far the second most commonly used language in the United States today.

All this adds up to a need to integrate multilingual communication both in the personnel as well as the technology of our military. For instance, the concept of software localization is of rising importance. It involves taking a given software, website or other technical implementations and making it suitable for use in different locales. Most military grade software has this capability built in, and it is now being expanded to cover civilian, professional and personal software implementations as well.

High tech interpretation software has also been assisted in this progression towards a multilingual environment.  IN fact this is so commonplace now that many of the software implementations needed to translate and interpret other languages on the fly are available to the common public and through common mobile apps.  The rise of “Siri” and other voice activated search engines have made the interpretation of human speech (and transcription of voice to text) a very common thing.  This then can feed the text into a translation engine (similar to Google Translate) and provide a impressive result of on-the-fly interpretation.

Of course these are always somewhat imperfect, even with the incredibly impressive results we have seen from consumer level translation software, the best results come from human beings.  Perhaps at some point in the future we will see software and AI approach the same level of detail as we see with human interpreters and transcribers, but we shall have to wait and see for it.

It is for this reason that interpreters are a common and integral part of the personnel of combat missions on foreign lands.  Software cannot be relied upon in high pressure situations.  However in lower pressure, time insensitive situations, a software solution can provide extremely impressive results.

Keeping Peace of Mind Living Near Nuclear Power Plants

Nuclear Power generates 1/5th of the energy used in the USA today.

Nuclear power is one of the main sources of electrical power generation in use today, and by all accounts it is also some of the safest and most environmental friendly.  Coal, for example, producing the majority of electrical power we use today, but it also producing carbon emissions as dramatically high rates.  Wind and solar power, while on the rise, don’t come near to producing the amount of energy necessary to support our large nation.

Even with the safety record of nuclear power in the United States, one doesn’t have to go far to see examples of disastrous outcomes following meltdowns and other disasters across the world.  It is important to keep a level head when approaching the topic of nuclear safety and not choose one side staunchly over another.  Opponents will site the disasters that have occurred throughout the world, such as Chernobyl and, more recently, Fukushima, but may not offer viable options to producing the amount of energy necessary to support the general public.  Proponents will likely claim it is the safest form of energy in use today, while not giving credence or voice to the legitimate concerns around disaster.

Washington State is home to Columbia Generating Plant (formerly known as WNP-2) which is the last surviving of 5 power plants originally planned for use within the state.  It is licensed to operate through 2023, and the use of it’s energy has grown steadily over the past decade to now approaching 10 Million Mega-Watt Hours.  It’s obvious that this is a large part of the states energy infrastructure and it isn’t going away anytime soon, so residents need to be aware and comfortable with its presence as well as it’s safety concerns.

There are many ways in which the safety of the workers, employees and general public is insured when it comes to nuclear power facilities.  There are many different nuclear power outfitters that provide safety equipment and high grade tools to help handle the radiation levels that are present when dealing directly with the reactor core, in addition to providing safety throughout the premises in order to avoid potential problems with overheating, etc.

It’s important to realize the Fukushima was the result of a natural disaster, and while this isn’t a comforting thought to most, the reaction from the professional community has been a good one.  More preparation for potential outlier events such as earthquakes, tidal waves or other acts of God have started to make their way into the standard operating procedures for nuclear power facilities.  This provides much needed peace of mind with regard to the safety and security of the nuclear reactors in our State and throughout the USA.

While the presense of nuclear reactors and the use of nuclear energy is still occuring throughout the US, the rise of alternative energies such as solar and wind is also on the rise.  This will likely surmount nuclear, coal and other fossil fuel energy sources in the coming decades.

WADS Receives Organizational Excellence Award

The Western Air Defense Sector (WADS) McChord AFB, Tacoma, WA, recently celebrated another milestone in its illustrious career as it was awarded the WADS_Med1998 Air Force Organizational Excellence Award. Being one of only eight Air National Guard units to win such a coveted honor, the members of the WADS proved once again that the Air National Guard is truly a world class organization.

Maj General. Paul A. Weaver Jr., Director of the Air National Guard, congratulated the sector on such a prestigious award. “The competition was extremely keen,” he stated, “and the winner is commended for having been selected from an outstanding group of nominees. The dedication….of the members of this unit enables the Air National Guard to fulfill its commitment to the missions of peacekeeping, humanitarian relief, domestic improvement, and most important of all, the defense of America”.


Similarly, Colonel John L. Cromwell, WADS Commander, added his accolades, further praising the sector’s men and women. “The WADS has uniquely distinguished itself with exceptional service in support of the Air Force, the Air National Guard, the state of Washington, and the local community.

Col Cromwell added, “We have developed an outstanding reputation from the primary customers at the North American Aerospace Defense Command and the joint community in general, for our service support, technical innovation, and overall commitment to excellence. I am really proud of our people…they truly deserve this honor.”

The Commander of the Washington Air National Guard, also lauded WADS’ accomplishments. Maj General Frank Scoggins stated: “In dozens of major exercises, the unit has been lauded with praise, congratulations, and compliments from major command commanders, inspectors general, civilian drug enforcement officials, and sister service senior leaders”. General Scoggins further added: “The sector sets the standard for continuous volunteerism and its outstanding support for real-world air defense missions.”

The sector is the Air National Guard organization responsible for the air sovereignty of the western 63% of the continental United States. More than 300 Washington Air National Guard members at WADS have operational control of fighters on continuous alert, keeping track of 1.9 million square miles of airspace, from Texas to the Pacific Coast, across to North Dakota. WADS works directly with three alert bases, where pilots wait for the call to identify unknown aircraft that could be a threat to the nation’s air sovereignty. In the award-judging period from May 15, 1996 to May 14, 1998, the sector “scrambled” jets 129 times to identify these “unknown riders”. The WADS scrambled jets another 42 times against potential and actual drug smugglers to support the Domestic Air Interdiction Coordination Center and U.S. Drug Enforcement agencies.

To hone its air sovereignty skills, the sector participated in numerous deployments and exercises during the judging period, including the Felix SPADE – Simulated Penetration Air Defense Exercises — program. During SPADE, the sector practiced 46 live no-notice airspace penetrations. The exercise tested WADS’ ability to detect, intercept, and identify a simulated unknown aircraft trying to violate national sovereignty. The sector was 100 % successful. These exercises paid off in the real world, according to Colonel Cromwell. The sector assisted civilian law enforcement agencies in their arrests of drug smugglers and the seizures of more than 900 kilos of marijuana and 400 kilos of cocaine worth more than $140 million. It also deployed mission-ready personnel for command and control duties to Croatia, Saudi Arabia, Kuwait, Central and South America. Further proof of the sector’s excellence was demonstrated during its most recent operational inspection. WADS achieved the highest rating possible given by the Office of the Air Force Inspector General during its most recent Organizational Readiness Inspection (ORI).

MOOREThe Air National Guard recently selected Staff Sergeant Jay Moore, a Weapons Director Technician who serves with the Western Air Defense Sector (WADS), located on McChord Air Force Base, Tacoma WA, as its Outstanding Airman of the Year for 1998. SSgt Moore was select from amongst competing Air Guard Airmen and NCO’s from throughout the United States.

Staff Sergeant Moore joined the Washington Air National Guard in 1996 and was stationed at the Western Air Defense Sector at McChord AFB. Previously he had been assigned to Fort Lewis, WA as a Carpentry and Masonry Specialist with the 864th Engineer Battalion, having served in Desert Storm. He first enlisted in the military in 1986 in the Air Force Reserve, as a member of the 307th Red Horse Squadron. He was promoted to Staff Sergeant in December 1998.

To win such a prestigious honor, Sergeant Moore consistently demonstrated extraordinary performance in many diverse jobs, fulfilling a wide variety of responsibilities, while supporting the WADS air defense mission. He was the only airman who was qualified as a WDT consistently excelling at coordinating with air traffic control agencies for transferring aircraft control responsibility and conducting effective intercept missions. Sergeant Moore further demonstrated his outstanding operational expertise by timely coordination and superb situational awareness during several WADS evaluation exercises. In addition, he exceeded Air Combat Command’s Graduated Combat Capability standards by over 600%, completing more intercept training missions that 92% of any other WDT in the sector this year. And on top of that, Sergeant Moore is only one of three airmen qualified on two operational duty sections, maintaining a second qualification as a Tracking Technician, responsible for detecting and tracking airborne objects within the WADS 1.9 million miles of airspace.

Being the Air National Guard’s top airman is quite an accomplishment. Many echoed that sentiment upon learning of his selection for such an honor. Former State Command Chief Master Sergeant Marvin King aptly summarized it. “To have SSgt Moore recognized as the most outstanding airman in the entire Air National Guard is a tribute, not only to him, but to all the enlisted men and women of the Washington Air National Guard”. He further added, “It is also a tribute to the outstanding leadership at WADS which fosters and environment that reflects the Air Force core values. I personally salute Sergeant Moore on his achievements and I thank him for being the kind of person who will be a model airman for our future”. Another accolade of praise came from Sergeant Moore’s flight superintendent, Senior Master Sergeant Dave Gorham; “Sergeant Moore is constantly hungry. He is always looking for new challenges. I wish I had twenty more like him”.

When asked about his selection, joining such a unique circle of individuals, Sergeant Moore took it all in strive, saying: “It is a really good accomplishment for me. I am shooting for Non-Commissioned Officer of the Year next year”. In terms of other immediate goals, Sergeant Moore plans to also complete his Associate Degree in Criminal Justice. He is also the cornerstone of the Sector’s Honor Guard, having served as a member of the flag detail in numerous official functions. His dedication and enthusiasm is further evident by his support of unit and base intramural activities, including the WADS football and Over-30 basketball team.

As a result of his selection, Sergeant Moore will be the Air National Guard’s nominee for the Air Force’s 12 Outstanding Airmen of the Year Competition. He was also the Washington Air National Guard’s Airman of the Year and the WADS Airman of The Quarter for 1998.
